Personal Protective Equipment (PPE)
Inappropriate PPE offers no protection

 

A piece of foam is not the same as a hard hat.

He is grinding without any eye protection at all.  A small piece of debris get make him blind.

A piece of newspaper covering his face cannto replace a welding mask.

 

A plastic sheet cannot replace a face shield.  As he grinds, paint chips will come off.  The paint chips may be loaded with heavy metals.

The area he lives in is way too dusty. 

Most likely, workers there do not have any type of respiratory protection devices.  Maybe they have a towel covering their mouth. 

Only in the movie.  The actor did not don the full face respirator properly. 

 

A newspaper mask can catch fire easily esp. he is welding.

He may be wearing a respirator.  Is the respirator protecting him from dusty environment?  Questionable.
