A plastic sheet cannot replace a face shield. As he grinds, paint chips will come off. The paint chips may be loaded with heavy metals. |

 Most likely, workers there do not have any type of respiratory protection devices. Maybe they have a towel covering their mouth. |

 He may be wearing a respirator. Is the respirator protecting him from dusty environment? Questionable. |
 A paper mask can catch fire easily esp he is welding. |
